I had a custom resolution for Simcity 4, in the launch options.
I have tried to remove that yet the game still launches in that resolution. Even after deleting the game and reinstalling. Even after uninstalling and reinstalling Galaxy.

How could this be, is there some sort of reg edit thing I am missing. Is it connected to my profile? Are settings preserved in a cloud. I am at the limits of my tech knowledge lol

Galaxy uses different shortcuts than the actual EXEs, you can edit them, but I've never bothered how.

Specifically for SimCity 4, maybe go check the PCgamingWiki article.

Maybe something in the registry? Also, have you tried SC4 Launcher?

I just found out that it must be my graphics card. It seems to be scaling all games no matter the setting ...which is fine as this is what I was orignally intending to do.

It is just strange that no matter the setting it wont stop doing it.
I bought a small Win 7 laptop to play old games on, and this is what it is doing.

You can probably tune that somewhere in the settings.
