You'll need both, actually. Yes, this is confusing. Allow me to elaborate.

This offer allows you to play HITMAN (2016) and/or HITMAN 2 content in HITMAN 3. It basically copies the missions so you can play them in the new engine.
To get things started you'll need to own HITMAN 3 on Epic. The recently launched free starter pack is enough.

If you own HITMAN (2016) on Epic you can get its access pack for free. Just click purchase and the price will be zeroed at checkout. This DLC will allow you to play the first game's missions on HITMAN 3.
PS: HITMAN (2016) was given away for free on Aug 2020. If you had an Epic account by the time there's a good chance you already own it.

HITMAN 2 isn't available on Epic though. But if you own it (and the 2016 game as well) on Steam you can still transfer your data. Just go to the official site and link your accounts. This will add the corresponding access packs to your Epic account.
